Robert E. Jinks

Chief - Katy ISD Police Department

Growing up in Katy, Jinks says he always knew and looked up to the local police officers. He had a friend whose father was a police officer whom he admired very much and sparked his interest in public service. "I always wanted to serve the innocent law abiding citizens," says Jinks.

Home Grown Police Chief

Jinks is a Katy boy, through and through. He attended Katy and Royal Elementary Schools, Katy Junior High, and graduated from Katy High School. He attended Blinn Junior College then got straight to working for the Harris County Precinct 5 Constable's Office and the Katy Police Department. He was appointed Chief of the Katy ISD Police Department in 2015.

Jinks attended the Police Academy at Texas A&M Extension Service as well as countless in-service schools. He graduated from the Leadership Command College at The Bill Blackwood Law Enforcement Management Institute at Sam Houston State University, and his research paper was published in the Texas Police Journal. Jinks also attended the FBI Texas Command College.

Active in the Schools

Jinks was one of the executive board and founding members of The Texas School District Police Chief’s Association as well as one of the founding members of the Texas School Safety and Security Council. He is a member of the Houston Area Police Chief’s Association and serves on the executive board of the FBI’s Joint Terrorism Task Force.

"I participate in various school district committees," says Jinks. "I love to assist with organizations such as FFA (Future Farmers of America) and various high school athletic teams."

High School Sweetheart

Jinks' entire life has been about the Katy community and his family life is no different.

"I married my high school sweetheart Joli McMeans and we have been married 39 years this month," says Jinks. The couple has two sons, Cory and Clay who also graduated from Katy High School.

Katy Magazine would like to thank Robert Jinks for his dedicated service to the safety of Katy ISD.
