Katy Teen Arrested for Murder Charge in Connecticut

Two teens arrested in Connecticut as fugitives from Justice, charged with murdering a 22-year old man on New Year's Day

Katy resident, Giuseppe Briguglio, 19, and Jessica Musante, 17, were arrested without incident on Thursday at 9:52 PM at the home of Raymond and Linda Rucker located at 23 Beverly Dr in Ansonia, CT.

Police received a tip that Briguglio was hiding out in the basement. Law enforcement surrounded the home and ordered everyone out of the house. Both exited the home and were arrested in connection with a murder allegedly committed in Stafford Texas on New Year's Day.

The couple was arrested in Ansonia, Connecticut on Thursday night. The victim was 22-year old Wilbert James Outlaw II of Missouri City.

The Stafford, Texas Police Department has arrest warrants for Briguglio and the juvenile, charging each of them with murder. The juvenile female had been reported missing and is not being named at this time.

According to the Stafford Police Department Release of January 2, 2018

On Monday, January 1, 2018 at approximately 1:48 AM, officers with the Stafford Police Department responded to a shots fired call for service at the Estates at Fountain Lake apartment complex, located at 10498 Fountain Lake Drive, Stafford, Fort Bend County, Texas. Officers arrived and located a male deceased in a breezeway at the complex. The victim was later identified as Wilbert James Outlaw II, 22, from Missouri City, Texas.

Outstanding Fugitive Warrants

Brigugio was arrested on an outstanding fugitive warrant from Stafford Texas and appeared in a Derby, Connecticut Superior Court Friday morning. He is being held on $250,000 bond. Briguglio will be expedited back to Texas, where he will be formally charged with murder in the death of Outlaw. Mustante was taken to a juvenile detention center where she is being held awaiting extradition back to Texas to face murder charges in the death of Outlaw as well.

About the Couple

Giuseppe Briguglio is from the Cinco Ranch area of Katy. Searches of local courts found no past criminal convictions but he was arrested July of 2016 for Criminal Trespass and Terroristic Threats. Those charges were dropped.

Musante is originally from Shelton, Connecticut, a neighboring city of Ansonia. Stafford PD and Texas Rangers worked with the local departments, Ansonia Police Department and Shelton detectives to execute the warrants for arrest. Mustante is a former student of Shelton High School, which took extra security measures before the arrest, since the duo were considered "armed and dangerous".
