Single-member districts

One of the topics Martin hopes to change is setting up a single-member district.

"Today the Board is made up of seven trustees who are all elected 'at large' without regard to geographic criteria. Only 3 of 8 high schools have trustees living in their zones. We can do better," he says.

Martin says that with a single-member trustee district, Katy ISD would be subdivided into trustee sections that are compact, contiguous, and equal in population. (He proposes that Katy ISD has one trustee per high school). Voters in each trustee section would elect their own trustee to represent them on the Board. Each trustee would be required to live in his/her own trustee section.

Harvard graduate and family man

Originally from Dallas, Martin graduated from Highland Park High School in 1994, Harvard College in 1998, and the University of Michigan Law School in 2001. Martin says he appreciates the value of a great education and wants all kids in Katy ISD to have one. Scott is married and has five-year-old twins (a boy and a girl). Their family has lived in Katy since 2014. The twins will attend kindergarten at Pattison Elementary in the fall. Scott’s wife, Samantha Martin, is a family photographer (www.samanthamartinphoto.com). She grew up in the Bear Creek area and attended Bear Creek Elementary School, Mayde Creek Junior High School, and Mayde Creek High School. She is a graduate of the University of Texas.

About the Martins Scott and Samantha are members of St. Peter’s United Methodist Church, where they enjoy teaching children’s Sunday School. Samantha serves on the Advisory Council of St. Peter’s Early Childhood Development Center (ECDC).
